    Observatory, road and carpark:

The Mt John observatory is private land and permission is required both for access, and for any amateur radio operation.  Paying the road access fee does not constitute permission to operate amateur radio equipment.  Permission, when requested,  is often granted - see the contact details link below.

    Walking track:
The Mt John Walking Track, vested in DOC, passes through the activation zone giving legal access into the AZ (but not the actual summit) without the need for permission or to pay a fee.  DOC list no restrictions on amateur radio operation on this track, so your usual legal rights for DOC-vested land apply so long as your stick to the legal easement (10m either side of the centre-line).

However, note that your license requirements include the stipulation to not cause interference to other spectrum users

As such, whilst not legally required, you may wish to contact the observatory before operating radio tx equipment on DOC-vested walkways adjacent to the observatory site.
